According to the State Administration for Market Regulation, as of February 8, 2022, 869 centralized supervision warehouses have been built in 28 provinces across the country. In accordance with the deployment requirements of the Party Central Committee and the State Council on strengthening the information traceability of imported cold chain food, the State Administration for Market Regulation adheres to the general strategy of "foreign import, internal rebound", resolutely implements the responsibility of cold chain "material defense", and accelerates the promotion of centralized supervision warehouses Construction, continue to promote the construction of imported cold chain food traceability system.

The National Imported Cold Chain Food Traceability Management Platform (hereinafter referred to as the National Platform) was officially launched on December 1, 2020. On January 13, 2021, it was connected with 32 provincial platforms to build national, provincial and enterprise-level platforms. The three-level structure formed by the platform aims to form the information traceability of the whole chain of key imported cold chain food such as livestock and poultry meat and aquatic products.

In the practice of "physical prevention" of imported cold chain food, the centralized supervision warehouse has played an important role in quickly detecting positive events, cutting off potential epidemic transmission channels, improving the emergency disposal efficiency of problematic frozen products, and saving disposal costs.

In order to standardize the construction, operation and informatization of centralized supervision warehouses in various regions, the State Administration for Market Regulation issued documents such as technical guidelines for the establishment and operation of centralized supervision warehouses for imported cold chain food, instructing local market supervision departments to rely on centralized supervision warehouses to strengthen traceability closed-loop management.

The imported cold chain food released by the customs port shall be uniformly sterilized and tested in the warehouse, and can only be sold in the market after obtaining the certificate of leaving the warehouse. Promote the information management of the centralized supervision warehouse of imported cold chain food, establish electronic files of the main information of the centralized supervision warehouse and the traceability information of imported cold chain food in and out of the warehouse, dynamically update the data, carry out network inspections, timely risk early warning, and form a closed loop of responsibility.

The market supervision departments of 24 provinces (cities, districts) including Zhejiang, Guangdong, and Chongqing are actively promoting, standardizing management, and connecting the video data of centralized supervision warehouses to the national platform in real time, so as to realize online inspection and remote supervision of imported cold chain food.

It is reported that at present, the national platform has been included in the "14th Five-Year Plan for Cold Chain Logistics Development". In the next step, the State Administration for Market Regulation will rely on the centralized supervision warehouse to upgrade and build the 2.0 version of the national platform, and accelerate the construction of a food safety "market port".
